Second Congo War

This paper examines the historical roots and course of the Second Congo War. The title -- "Four Million Dead" -- is a reference to the findings of the International Rescue Committee's April 2003 report, suggesting that as many as 4.7 million Congolese had perished as a result of the war. Since then, a number of studies and analyses have challenged this excess mortality figure, and substantially revised the estimated death toll resulting from the war to well under a million. The most authoritative review of this debate is provided in the third chapter of the 2009 Human Security Report from Simon Fraser University.
